For several years, under several
administrations, the Town of Putnam Valley has been examining
its options for the collection and disposal of solid waste and
recyclables within the Town.
In 1999, the Town Board considered a proposal to consolidate
the existing refuse districts, and to enter into a contract with
Masada Energy to send at least a portion of the town's solid
waste to Middletown, where a facility is to be constructed to
convert garbage into ethanol for use as a fuel.
That transaction was never carried out, however. In 2000, the
Town Board retained the services of Great Forest, a consulting
firm which had recently saved the Town of Yorktown some $1
million a year on their solid waste program. Great Forest
was asked to review and comment on a number of proposals, from
town wide collection to no collection at all, i.e. entirely
private. In June 2001, Great Forest issued their report.
